Youths - Barcelona B or U-18s

OK, so i'm playing as barcelona.

Just wondering whether my kids would develop better in the u-18s with the occassional call up to main team or whether i should move some of them to the Barcelona B team who are playing in the B leauge for some competitive experience.

Does the fact i can't control tactics/training outweigh any better experience they may gain?

Apologies if this has been asked before, but did a search and couldn't find it.

Also, i presume players playing in non-active leagues won't improve very much if it all, will they? what about background leagues?

i manage atletico, and i put them in the U19s, bringing them up to the first team for games im gna win, like in the copa del rey etc. but if theres any player whos outstanding ill keep him in the 1st team, and use him regularly as a sub etc.

i admit its annoying because the B teams are recognised as different teams. but anyway, i use the youth team more but thats my personal preference
