I think that you should be able to go onto tours and cups etc in pre-season. In pre-season I was aloud to play Birmingham and Derby generating around 30k but cost me 7k. I'm Havant and Waterlooville atm and they were one of the least popular teams in England. Don't try Real Madrid and Barcelona...
