Whats the HOYD personality like? I use my DOF because of working with youngsters, determined, judging abilty and potential. Your recruitment bring in like minded youth and if they're determined or something similar you might have more luck
Same problem, i took my players off the development list and took responsilbity of incoming offers for youth players in staff section. I think the issue is in the development center and moving them to the loan list instead
I've had problems with it as well even if they go as a key player they don't get played. Frustrating because you don't want them sittin in your reserves until they're ready for the senior squad. They seem to get unhappy very easy as well.
Hard to say what to do with him he has poor stats for a striker. Maybe tutor him again and have his training set to high on a certain position so it will improve a lot of his stats instead of just a couple. Post your results of what you did and how he turned out it'd be interesting to see
