Yeah, Thank you... I just realized that I had not been using the 10.3 patch, which I thought I already had been but whatever. It solves the problem, Thanks to every one who helped.

Hi, I've been trying to start a new manager file in the game but I keep getting these caution signs on some nations (Spain, Scotland, Belgium, and more) which disallow me from selecting them, I'm using the 10.3.2 update by stuw. Here is some screen shots I took. It has never happened before. If...
