its whether the parent club has players that wish to go to your club. your rep maybe that low that their current worst players still dont wanna go there. and it can be more than 1 player

I think you may have to create the danish leagues from fresh to do that, i had similar probs with BSN in england i wanted 22 instead of 21 but i just left it in the end lol
