Benfica used to do this up until the mid-70's. They'd only have portuguese players in they're squad. I'd love to know if this is possible to be done...

Has you may know, in Atl Bilbao you can only sign basque players. Is there anyway to do this on any other club?

Try this, instead of puting the numbers on the main league board, try and give the numbers on the exact sub divisions. Then, on some sub divisions, you will be able to have some that have smaller number of relegated teams (or what ever you may want to do)
