It seems linked, since I reloaded a saved game and then I didn't resign at all, and there's no problem. But whenever I did resign, it happened again.

For regens, I'm completely new to this so I have no idea what to do for them. So if anyone can help with the roles they can be assigned to and the attributes to train on, I would be grateful. Also new to this website, so I hope the screenshots come out O:
