the program can't start because d3dx9_41.dll is missing from your computer. Try reinstalling the program to fix this problem.I have the latest direct x what could the problem be is it the game itself or what? Please assist.

Try to download d3dx9_41.dll this is where i got the file from and solved the issue:
d3dx9_42.dll 9.27.952.3001 - Download and restore missing or deleted .DLL files at DLLCentral.com
