I too had this, but it just seems to sign the player for you as happened for me with Brede Hangeland for Celtic.

Not had much luck on newer version with this, eg Atajic at Celtic stars goes down to a 1, do i send him on loan to a lower league team then bring him back towards end of season and if leagues wrapped up play him in matches?

Crawley's stats are very unrealistic.
