"Restart Steam to allow the file to be recreated" How do I restart Steam lol?

I haven't seen the step by step by Jake, but I have deleted the crash dumps and still not working! :(

Every time I tried to run the game I will get this message: Uploaded with ImageShack.us I have tried uninstalling and re-installing and still get this message. I have verified the game cache via the properties numerous of times. Still not working and I'm getting frustrated as if I've spent £30...
