Have you tried looking in to Andry Yarmalenko? I have used him as Arsenal and he was amazing. I know he often goes to Spurs for around 8mil when i play so you may be able to get him for around 10.

As short term, you could look at Nicola Murru who is young and has a lot of growth

I used Andrei Yarmalenko and worked wonders for me as Arsenal scoring 30+ goals in first season, that was as a LW though.
