I had this same problem - what you need to do is go on to steam, then on to the library, right click Football manager 2013 and press properties, then click local files, then verify intregirty of game cache
this should do the trick
Ever since the new update, everytime I try to play Football Manager this error code comes up and it doesn't allow me to play the game.
