Is it possible to turn off work permits? if not does any body know which european countries in the EU dont use work permits?

I dont have an editor, (please dont tell me the folder its in on your computer mine is not there) i just want to now can i download one so i can customise my own saving.

I need a team of players which i can get promated with, so i need players in all postions, but i do really need a CM. Sorry if there is already a thread like this but i find it really hard to navigate this website. p.s i barly have any money so please try suggest free or loan players.
