How do you randomise attributes of new players made in the editor? And are they randomised based on position or what?

I need a good striker for around at most £70k, a free transfer would also work but I don't have much of a wage budget either, maximum for a key player is £1,300 in wages. I know the budget is small but if anyone knows any good players it would be appreciated.
