I have the same problem with my board. I believe it depends on the chairman, and your club reputation (which i assume is very high). Try it again when the board next gets taken over. Hopefully won't be too long. I'm in 2026 and just had a second board take over.

In my experience a player can start tutoring other players as soon as he turns 25. The age of the person being tutored is immaterial so long as he is of tutorable age. I've got a 25 y/o striker tutoring a 22 y/o striker at the moment.
