I don't have that problem, Giroud scored ~80goals in 2 seasons, Negredo ~50 in 2 seasons and Aguero ~30 in 2 seasons played. + Wingers scored some too ( Navas ~35 in 2 seasons )

I think you cannot play good possesion game with direct play on wingers, cause your key players will be wingers. I have quite good possesion, shots and CCC, only poorly finishing ( don't know why ), so try my strat with Citizens :

Well I don't have problem with defenders, few mistakes but it seems ok, only problem is finishing :( It is kinda sad :(
