I think the trick is to avoid a lot of English/PrL players as they are too expensive. Scout in Serie A, Leaugue 1, Bundesliga, Eresdivision etc. and you will find good players for a reasonable price. Another idea is scouting talents from other PrL clubs, but that is more risky IMO.

Take over a small Spanish team like Rayo Valacano or whatever, and finish higher than Barca and Real Madrid :)
