Figured it out, for whatever reason you have to drag the little name strip beneath the shirts, why you would remove the ability to grab the larger shirt and make it easier I don't know

So started playing fm2017 on a new laptop, when I go to put substitutes in or make subs during the match from tactics screen, I can't use drag and drop to or from the substitute shirts. Any help?
