1st Season with Brighton, IF/ F9?

I just started a new game with Brighton and I'm in need of a backup Inside Forward that can also play as a F9 from time to time, preferably it should be someone young that I can develop and I only want to spend about £500k-£1m on this player. I've tried getting Sascha Horvath, Arianit Ferati and Ante Coric but they're all far too expensive.

Any recommendations?
