2 Questions- Help: a) inside forward,same foot b) low wages allowed for key signings

Hi all,
I would appreciate your help very much.
First of all I am using a 4-2(DMC)-3-1 formation formation
My 3 upfront would be AML inside forward attack, AMC attacking midfielder support, AMR winger attack.
Is it a big problem that my inside forward (AML) is left footed? He is not only left footed, but still is this a big problem when cutting inside?

Second question
Even if I have 10 million euros for wage available, the board won't let me spend more than 1million euros per year for even a Key player.
That makes it impossible for me to buy a key player even if I have the money and I can agree with both his team and himself?
What attribute decides that? Is it the president's or the teams (financial) attribute? I am thinking to cheat a little inside the editor if I find it :)

1. Inside forward. Its not a big deal as such, sometimes it can actially be a good thing, going insdie only to go outside again and straight at goal

2.)Budget. Naturally, its something for the board to decide but you can adjust the buget/wages, cutting down on the trasfers budget to raise the wages budget. You wont be able to spend it all on one player though. justr like in real life, there has to be some balance and the board will never let you spend lets say 15 % of the total wage budget on one single player.

My suggestion is also to look at the player preferred moves, if any. If he likes to cut inside, it won't be a big deal; specially if he has good dribbling skills he will still be able to find the space to shoot with the other foot. However if he likes to run on the left flank, or if he has poor dribbling skills and poor shooting, he will shoot badly. In my experience, inside forwards with the same foot, good dribbling skills and good shooting bang in a lot of goals on the near post, whereas inside forwards with the opposite foot shoot on the far post. Try and see! :)
