Had anyone tried this tactic from football manager story and does anyone know if it works on 13.3.3

Well I've used it from the first to second to third patch and its worked the same throughout, won record amounts of titles and trophies with the Toon. As always it relies heavily on the correct players in the correct roles, but that is the theme for this year so every tactic is the same in that area.
