-9 Potential Players (10.3 patch)

they are ranges for what their potential ability could be so if you have a player with -10 then he will have a pa of (roughly) 170-200 meaning he will be really good. but this pa changes in each game because it's not a fixed value, this only tends to happen with young players as others have a fixed pa.
 
What about the age then? Is there an age limit or something to decide -9 or -10 PA?
