A Good Lower League Team To Manage

I was just wondering if anybody could recommend a good lower league team to manage along with a suitable downloadable tactic that fits the team without too much needing to be done. I don't mind which league as long as its lower than league 1 and also english. I also do not mind what sort of team it is whether it is a title challenger or a relegation candidate as long as you can recommend a good downloadable to go with it.
