A question regarding player stats and the lower leagues.

If I'm playing in the 'lower' leagues, and by that I mean League 1, what kind of player should I be aiming for?

For example, should I be looking for physical stats, mental stats or technical stats primarily?

I only ask this because people keep saying that in the lower league, physical stats beat all. But I'm never sure what everyone's definition of 'Lower Leagues' is.
