It's quite hard to judge when you're a few seasons in, but sometimes Steven Taylor becomes available quite cheap around then. I bought him for Leeds for 6m in 2011. Phil Jagielka similarly can go for quite cheap around then, but he isn't as dominant in the air. Did you sell Djourou? He's surprisingly good on FM, good in the air and gets solid ratings.
 
David Wheater is not young at all but he is cheap and he is quite good in his prime

Otherwise there are the usual Sakho,Otamendi.....try downloading Raikan's new Wonderkid Shortlist as that contains many unknown CBs
 
I sold Djourou since at the time I was getting rid of dead weight, and I got carried away.
 
Steven Taylor is a good shout, if Newcastle aren't doing very well he could be quite cheap, also a bit out of the budget perhaps but Gary Cahill's always performed well for me

when it doubt, I tend to just scout around Genoa's first team, they're all beastly. Papadopolous (or something equally greek) is one of their better CB's, not sure on a price though unfortunately off the top of my head

But buy Neven Subotic perhaps?
 
It's pretty hard to find at good ball playing cb at that price but I think your best bet would be Mathias Jorgensen if he hasn't moved yet.
 
do you still have Nordtveit? he should be very capable in the third season and he is a beast in his mid 20's
