Adding 2 new Match Rules in MLS removes all of the match rules?

Do I have to recreate all of the match rules?

For instance, I added 2 new rules: salary cap and DP increase.

Now when I load that editor data, there isn't a registration deadline and there are no match rules when league play starts?
