Adding teams to a League

Hiya was just wondering if there was a way to add Portland Timbers and Vancouver Whitecaps to join the MLS at the start of the next season. Id like to keep the league as uptodate as possible and the 2 teams mentioned will join the MLS next season. Thanks for any help recieved.

I'm not sure if you can make it so a team gets promoted the next in game season
