Agent won't allow my player to resign?

I've signed Romelu Lukaku and he is nearing the end of his contract. He has requested a new contract on several occasions and I want to offer him one but his agent will not allow it, he won't even allow negation to start. Is there anyway I can encourage Lukaku to sack his agent or has this occurred for anyone else?
