Do the starting budgets fluctuate with the rep of the created starter manager?

That Swansea budget though, looks tasty...
 
are these correct as i went wba and only got 10m with mid table fin or 11mil with top half even if i put everything euro qual an so on i still only got 13m?
 
What did I miss at Swansea to warrant them having a budget like that?

I think it's only the above amounts when you move all available money from the wage budget to the transfer budget.
 
Oh yes, forgot about Ayew and Williams - had no idea they have new owners though!
 
Yeah that's why Bob Bradley is there now. Everton and Southampton have ridiculous budgets, both in the top 5 on this years FM for starting budget.
