Am I doing this wrong?

I'm looking for Brazilian regens.

I have assigned my best scout (who is Spanish, JA 20; JP 19) to look for them. I've set his assignment conditions as:
- Age is at most 16
- Scouted PA is at least Good (3 stars)

In 29 days he has found zero players. Weirdly, the "current cost" of these 29 days in Brazil is also zero.

Am I missing something?

(Yes it is after the Brazil regen date).

Theres no regens in the first season in brazil. try checking again after 20th September 2013

There is a list of all regen dates on here somewhere. I looked on each of the dates and right enough found some gems
