Every time I start a new game, the transfer budget is always at £0. Am I the only one, and if you know why please help?
Am I the only one who's budgets are always at £0 at the start of the game?

When you started the game, is the "First season Transfer budgets" box ticked? If not, that's your problem! 
(I am fairly sure it is on the screen where you pick what nations to play with. If it isn't, it is definitely the same part where you select wether to use real fixtures, add key staff, etc.)
