The only thing i can suggest would be to offer him a contract as a key player, that often works in the premiership as you can then change their squad status once they have signed. If you have already tried to sign as a key player, I don't really know what else to suggest other than to keep tabs on him and try again at a later stage... Hope this helps, sorry if not!
