If you want to free up some extra cash, try offloading one of the 15 or so Scouts, you do not need so many, some are poor as well and will not be missed in the slightest!
United have a good setup when it comes to staff members, however their Coaches and 1st team coaches are lacking a bit in quality...
Fire all the deadwood that you feel do not offer anything to the training and hire in good coaches, I strongly suggest the ones that I have brought in, as well as Omar Fetiosa as a fitness coach...
Mike Phelan is a good Assistant Manager, however, after a season or two, see if he will accpet a Coaching role and look to bring in a quality Assistant Manager:

There are three Youth Coaches that need to be promoted from Youth coaches to Coaches, this is a must as there are more youth coaches than 1st team coaches.. this is an essential part for the future of your training...

United suffer in the height deparment in the 1st season, if you feel that this is an issue, look to bring in a few big boys like Necid as suggested below...

United possess naturally talented Wingers in Nani and Valencia, Giggs is still as strong as ever and Obertan is a good replacement if you do not want to spend money, however, he is injured and you may need a replacement as Nani and Valencia are both susceptible to injuries...
In the centre United are strong, a replacement for Scholes is needed, this is where I suggest you spend alot of your cash in strengthening your squad!
Carrick and Fletcher are too good workmen in the centre while Carrick possess the skills to play the killer ball. Scholes is Scholes, he is best used in important matches and in short runs as he is getting on a bit and wont be effective if tired...

Wayne Rooney is by far the best player in your squad, alot of people seem to have problems in getting consistent performances out of Berbatov, the tactic linked above will hopefully provide you with good performances.
Chicharito is a goal scoring machine, I suggest teaching him the "places shots in corner of net" PPM and the "attack through the centre" PPM
Michael Owen is a good backup for the time being, he is HG which is a bonus and can be used to tutor some of the younger strikers, play him correctly and he is a wonderful poacher.
Welbeck and Mechada are both on loan for the season, so this would do them well as they both have a lot of potential...
I suggest that you retrain Wayne Rooney to AMC, not AML, I feel that he is better there as Berbatov and Chicho make a great partnership upfront and this will also save you money in buying a quality replacement for Ryan Giggs as United need all the money they can to pay off their debts...
I suggest looking at the following:
Lucas Gaucho - Sau Paulo (3.7 million relause clause)
Peniel Mlapa - Hoffenheim
Idriss Saadi - St Ettiene
Thiago Ribeiro - Cruizero

most of the players I have suggested are youngsters, take a look at who I brought in, the likes of Mutch, Hodson etc are great young UK players...
you can bring in whoever you like of course, but United have a great lineup already and bringing in too many "older" players will disrupt the harmony, young players do not pose threats to the senior players when first signed... keep that in mind
Finances:
As mentioned earlier, United are in a financial spiral due to the amount of debt that is owed thanks to the Glaziers...
I suggest keepin spending on new players as low as possible and only buy where necessary, keep an eye on contracts, all the added extra's and goal bonuses etc..

Ask for a new feeder club for increasing scouting network, nothing else as they will decline you.
You can ask them to increase your scouting netowork, however, at this stage, the finances are precarious and with my help (if you want it) I will find you much better players anyway...
I asked for more coaches to be able to specialize better in certain training area's, do this, it will be granted...
They will not give you anymore money for any requested transfers and are extrememly stubborn when it comes to coaches and staff, do what I mentioned earlier and this will not be an issue...
Goals for the 1st season:
1) Win a cup, especially try for the F.A Cup
2) Try and get as far as you can (of course) in the Uefa Champions league as every time you win, you receive 625k and the more T.V income you generate which will be your saving grace in paying off this debt....
3) You are going to need a new 1st team keeper and a new centre back at the end of the season!
save up as much money as you can for this...
4) put all the extra money you have in your wage budget, at the end of December after my great results, the board asked me change my expectations, I still chose Title Challenge but they gave me an extra 25 million...
I used 13million for Igor Akinfeev, sold Valencia for 12.5million to Zenit and signed another 1 or two youngsters (got Ashley Young for a straight swap with Obertan as well)
I put all that extra cash into my wage budget...
