I like to play with Anderlecht - Belgian league.

since belgian clubs can't attract very good and expensive players i need some advise on what players are very good for this competition but also pretty cheap(no more then 1 million) since i have to start with some debts and if i can sell some players and get better for less money.

Also i got an issue that
anderlecht start with a million useless scouts that only cost loads of money, is there a way to get rid of these without having to pay a release fee(or even styart without them)

If you try to get them to leave by mutual consent it'll normally be cheaper than just releasing them, if thats still to expensive then the only thing I can think of is using the editor.
