The implications of it are meaningless anyway.
I believe the leagues are very close. I still believe this move is about the money though, I'd bet hundreds that Anzhi won't win the Champions League/Europa League in the next 5 years. I'd also be willing to be a couple of hundred that they won't reach the knockout round of the Champions League in the same time frame.

You do realise that the UEFA Country coefficients is based on the performance of the CLUB teams in Europe? So not the national team. This is based on the fact that Russian clubs do better than Dutch clubs in Europe, so their coefficient is higher than the Dutch coefficient.
We recognized his talent and molded him into a great winger, he even grabbed the attention of arsenal and Liverpool.
