Mikel Arteta has gain nationality in England and dispite never playing for Spain, is still only eligible to play for Spain, how come?

He has declared for Spain so he cant play for any toher country unless he wants too,no matter how long he stays there

To be declared in the x country means that he's in the national pool.So if he has a 2nd nationality,he'll be chosen only in the country he's declared of.Of course, you can change it in the editor

I did use FMRTE to un-declare him (A) i think it has something to do with the "Has to live in country for 5 years" rule?
