I'm currently playing an Athletic Bilbao save and have just started my second season, which means my first batch of regens are in the game. Regens for Bilbao are particularly important due to their player signing philosophies about only allowing to sign Basque players or Spanish players 16 years or younger.
So my question is what would be the optimal scouting setup to have so that my scouts are able to bring me all the best young Spanish or Basque players that have been formed at other clubs?? (talking about scouting assignments whether to have them scouting competitions, region, hot prospects etc)
