Attacking Promising Players To Sign?

Can anybody please suggest promising and quality shadow striker players, I have less than 10 million to spend which doesn't help

Kuki has (had?) a £7m release clause from Malaga and is good enough to be leading a PL team within a few seasons.

Kuki is a great shout but the amount of detail in the request is painfully lacking. What club? What year? What kind of restrictions are you dealing with, like work permits?
