Australian League Transfers...help!

Been googling and searching everywhere.
Apparently in Australia you can't sign players from the same division, does anyone else think this is ridiculous?!
Im Wanderers FC and trying to sign people is a nightmare because I can't get anyone from the same league. Anyone know if these rules change at any point? or if there is any way of signing them?

The only way you can sign a player from another a league club is if they release them , or within 6 months of there contracts expiry date.
