So i started a save with Heath Rangers in the 22th tier of the English football pyramid. Everything is going very well but now the board is making some stupid decisions.

I have a small budget, around 12K, and the board let my staff do some trainers courses and they are paying for it. Some trainers courses cost me like 6K, thats half my budget!

How can i stop the board making such decisions?

I've never experienced a board randomly paying for a staff member's coaching without me requesting it, that is strange. I don't think you can stop it though since the board is above the manager. Is there any request you can make to the board regarding staff? Not sure honestly. Usually my assistant or someone will say, we should look to send this person on a course to improve our coaching, but I still have to ask the board.
