There aren't that many players who are English-based and are of a level to play for Manchester United.

Jack Rodwell is the only one that comes to mind, if outside of England, then:

• Moussa Sissoko
• Anthony Annan
• Yann M'Vila
• Alfred N'Diaye

Young-ish german who seems pretty solid is sven bender, beyond that theres probably the above mentioned plus maybe Felipe Melo, Rolfes, Flamini and you might be able to tempt mascherano back for a cheap price.
