Pablo Hernandez from Valencia is a good backup.
 
I normally overequip and on my barce I have David Silva and Pedro on the left with Ben Arfa in reserve
But heres a good suggestion, hoffenheims Ba is quite cheap and hes got raw pace,
Or of course Alexis sanchez can play on the left, Jefferson Farfan...Cazorla...Affellay...Emmanuelson...Albin

To all the "Mollo" haters earlier in the threat, he turns out quite nice.
Currently in 2018, he's captain of the France team and an absolute beast in my squad (although I play him at AMC, not the left wing).
No idea how he is at the start though...

A few I know off that are quite good (and get better), and aren't mentioned too much are:

Zezinho (Juventude, only 17 and already great)
Marko Marin (Bremen, but no idea how much he costs at the start)
Diego Buonanotte (Sp?) (River)
Sebastian Blanco (Lanus)
 
for that money u should sign, vargas, silva, mata, ribery or jovetic or even joe cole. try giovincio from juventus is awesome but not sure if u get him for 30 million
