Belgium leagues structure

I really need help. I just finished the first season with Hamme. I finished first but lost the final of champions. So i am in this new 3rd division.

Now i believe if i win this year i get promoted in the Proximus but here is what i don't get. Proximus only have 8 teams. No one gets relegated... will this change once more team is there? And how does the relagation and relegation works between first and second div.


Thanks. I really wish to understand because i want yo make Hamme a belgium powerhouse. But i don't get the relegation and promo system.
