best cheap scouts

i'm playing with a 2nd polish division team so as you can imagine my transfer budget is around zero and i have no scouts. i'm trying to create a network of scouts which will find me cheap regens. they dont need to be perfect but it would be good if they had a lot of countries knowledge

Patrik Andersson

I signed Patrik Andersson for Worcester City in the conf north, might go to Poland to.

I'll grab a screenshot later but I'm pretty sure his stats are like:

Adaptability: 18
Judging CA: 11
Judging PA: 14

Also, he's Scandinavian so has knowledge of Denmark, Finland, Sweden, Norway, Iceland, and Greenland. As well as the expected GB knowledge. Potentially some German knowledge too as he played for Borussia Monchengladbach and Bayern Munich in his playing career.

Strange, he has different stats in my game.:

Judging CA: 9
Judging PA: 12

Yeah, sorry I was clearly misremembering...

Judging CA: 11
Judging PA: 14

Those are his stats in my game, not sure if they were the same when I signed him.

Either way, quality scout for the level I'm at.
