Observe and report is a very under rated comedy, not the best ever, but it's one of my favorites.
 
Bruce Almighty has to be up there as well.

Dumb & Dumber.
I know this kind of humour is considered outdated these days, but back in the early 90s it was the funniest movie I've ever seen. I have yet experience a movie in which I ROFL as much as I did back then.
