Best Training Or Youth set up?

Have done mutliple seasons with different teams.. Man utd, Southampton, Real, Barca, Bayern even Eastleigh in Skrill South.. want a new challenge.. Has anyone got a list of the teams with the best training facilities and youth set up.. Would love to go to a foreign low league with a good set up so I can try to turn them into a powerhouse.

RGUOR Minsk is a perfect example of such a team in 2013 being in the bottom league in Belarus and starting with -
