Better for player development - U21s or going out on loan?

Just started an Everton game, and I want my young players in the under-21s to develop as much as possible, so I'm just wondering what would be better for them: playing in the under-21s and having our excellent training facilities, or going out on loan to a lower league club, preferably where they would be playing regular first team football which they won't get here, for the season?

Playing first team football is always better, however I tutor all my youth prospects first and then loan them. Whilst they are being tutored I integrate them into the first team where they will play sub roles in games that i'm dominating. Key is always pair them with a key experienced player alongside them.
 
Just play them whenever you can. One thing I hated about fm 15 was if you gave a young player lots of game time they wouild hit their potential by 18 or 19. Thats unrealistic for me.

I agree with this, but the problem is the fact that it is a set system with players having a random but set PA. It should be dynamic for example someone with 170 PA plays at 18/19 for a wc club can become 180-185 PA through early experience that way you get the improvements later on also. However this would be hard to implement.
 
I always been happiest when placing all of my regens on the senior squad and them setting them to play with the U21 team. It allows me to keep a closer eye on them and just makes tutoring and setting roles easier.
 
Offer that he is first-team play and pick team that suit his ability
