Is there a way to create the system that Bilbao uses (not buying non-basque players) for a different team? Im assuming its not possible with the standard editor but if someone is well versed in the AE and could help that would be great

I want to do this with Aviron Bayonnais and turn them into the Athletic of France (Bayonne is a city in the French Basque Country). Had a look in the editor and Bilbao don't have any special transfer rules changed in there, I think it might just be scripted specifically for Bilbao.

I think Chivas in Mexico also have a similar Cantera policy whereby they only play players from their region. Not sure if this applies in-game though or how you would implement it.
