Yes this message has appeard many times for various clubs that I have been but tbh it hasn't ever happened, i think what happens is the club is took over by a new chairman basically.

this is more of a luck thing... in my 9.2 game, my portsmouth got taken over and i did get the man city transfer budget.... in my other game, my newcastle got taken over and i got the sack.... thus, it may not be a good thing
