BOARD DOESN'T APPROVE STADIUM FOR ME

Now I'm in 2020 in Aston Villa and attendance is 99%(for the whole season it is 100% but the final 1 or 2 matches it is lesser-- 99% so it becomes 99% avg). My current capacity is 55000. My rep is good, I've got 330million pounds in bank balance by selling players and the potential attendance is also 60k<. But the board is still finding it difficult to build :'( and doesn't approve..I've been asking for the past 3 seasons but no luck..HELP!!!! Moreover i can't seem to sign world class scouts..

oh right i assumed he meant he knew how many people could potentially come to the ground..

why don't you just expand it rather than askin for a new one?
